Our understanding is further challenged by the fact
that American Indian homeownership rates differ
significantly among the large reservations within
the District. Within each income group, however,
the typical ranges of American Indian homeownership
rates are similar for MN-WI and MT reservations
but lower for ND-SD reservations. Shiller himself
points to Switzerland as an example of a society
where the homeownership rate is only half of ours
(34.6% versus 66%). Across the board statistics
painted a dreary, if not surprising, picture of
homeownership rates, with numbers down everywhere.

percent) well below the 74.9 percent among whites.
Pundits and economists across the political spectrum
are now bemoaning America's homeownership "fetish.
In 2005, HUD began to provide $5,000 to any housing
authority that established a homeownership option
in its voucher program and $1,000 in administrative
fees for each voucher recipient who became a homeowner
under this program.8 In 2006, enough money had been
allocated to provide $1,000 in administrative fees
for 2,000 additional homeowners, but the proposed
one-time financial incentive for local housing authorities
to establish a homeownership program was not funded.9
In short, the current homeownership option in the
voucher program is extremely limited. It is unlikely
to expand greatly as long as its size is left to
the discretion of local housing authorities and
the additional administrative fees to defray the
extra costs of the homeownership option are limited
to so few households. Of course, there are alternative
ways of removing the bias of this credit against
homeownership. These proposals avoid the two biggest
mistakes in past attempts to subsidize homeownership—subsidizing
the construction of new units and requiring intended
beneficiaries to buy from selected sellers. Home
prices had adjusted sharply downward and these two
things combined have made homeownership more affordable.
However, additional money would be available each
year in real terms, allowing the homeownership tax
credit to become more generous and serve more households.
Meanwhile, other states in the Fifth District tended
to have a higher-than-average homeownership level.
Thus, it should be no surprise that people will
spend more time and money pursuing homeownership
— and that’s what has economists concerned. “There
probably are effects on the homeownership rate that
come from the fact that, on average, it’s less expensive
to be a homeowner than it would be in the absence
of current policies,” says economist James Poterba
of the Massachusetts Institute of Technology, the
current head of the National Bureau of Economic
Research. With a subsidy that varies across areas
in a manner similar to the voucher program, homeownership
would be possible for the poorest people, even in
metropolitan areas with the highest costs. The large
District reservations analyzed here have a lower
rate of American Indian homeownership (53 percent
overall) than their counterparts in the rest of
the country (71 percent). The sample AHP Promissory
Note (.doc) and Rider to Deed of Trust (.doc) for
the Homeownership Set-Aside Programs (IDEA and WISH)
may be used to prepare the AHP retention documents.
To understand how the ranks of homeowners grew,
we need to understand the spread of homeownership
in 20th century America. The deductions for mortgage
interest and real estate taxes reduce the annual
cost of homeownership by reducing the home owner's
tax liability each year. Getting rid of the government
subsidies to home purchases probably wouldn’t dent
the homeownership rate much as long as people continue
to prefer living in the suburbs (albeit it in slightly
smaller homes) and the United States remains a wealthy
country. My inner conspiracy theorist notes that
while politicians tout the social benefits of homeownership
none mentions its tax benefits to the government.
Congress has passed and President Obama has signed
into law HR 3548 , the Worker, Homeownership & Business
Assistance Act of 2009 . A second possible reform
would allow the Low-Income Housing Tax Credit to
be used for homeownership as well as for rental
housing projects. In order to be eligible for State
of Maryland DSELP funds, you must complete the ACDS
Homeownership Counseling Program, or if your credit
score is above 619, then you may obtain a Certificate
from the Anne Arundel County Community Action Partnership's
Housing Counseling Program. In 2002, state and local
governments devoted about 48 percent of their HOME
budgets to homeownership assistance. The evidence
on rental housing programs is more abundant, but
some evidence exists for homeownership programs
as well. But after World War II, the rush to the
suburbs and, consequently, the upward shift in homeownership,
was dramatic. Whereas it took about 40 years after
the turn of the 20th century for the overall homeownership
rate to crawl upward by 2 percentage points, it
took only the 20 years between 1930 to 1950 for
the rate to jump 7 percentage points, from 48 percent
to 55 percent. Harvard University economist Edward
Glaeser suggests this illustrates what is now practically
an Iron Law of housing economics: People who live
in urban areas are usually renters, and those who
live in suburbs are usually owners. The Federal

Nearly 3 million fewer Americans now own homes compared
to the first quarter of 2005, when homeownership
peaked at 69.1%, the Census Bureau found. During
the third quarter of 2010, the homeownership rate
was down to 66.9%, unchanged from a quarter earlier.
Thus, we see that although household income is an
important influence on American Indian homeownership,
it fails to fully explain the lower rate of American
Indian homeownership on District reservations. This
limits the impact the proposed modifications of
its structure could have on low-income homeownership.
A few simple changes in other lowincome housing
programs can overcome this limitation. Perhaps worst
of all, it helped us become casually self-deceiving:
by telling ourselves that homeownership was a pathway
to wealth and stable communities and better test
scores, we avoided dealing with these formidable
issues head-on. This legislation allows, but does
not require, local public housing authorities to
offer the homeownership option to voucher recipients.
And the fact that the most rural state in the District
— West Virginia — also has the highest homeownership
rate fits the pattern. It was the democrats, like
Chris Dodd, Barney Frank, Charlie Rangel and their
ilk that decided homeownership was a birthright
and everyone deserved homeownership regardless of
their income. The primary proposal presented here
is to require local public housing authorities to
offer the homeownership option to families that
reach the top of its voucher waiting list. If you
rent, like most New Yorkers, you may not know that
the City offers many opportunities for homeownership
throughout the five boroughs. The most recent installment
of this survey, released in November, showed that
aspirations toward homeownership remain strong—well
in excess of current homeownership rates—but decisions
to buy are tempered by current consumers' cautious
attitudes toward home buying in the current financial
environment and a more conservative housing finance
environment. District reservations whose rates are
atypically low within a given income category have
lower homeownership rates than all but a few national
outliers. Additionally, if you are hoping to take
advantage of Baltimore City incentives, you must
obtain a homeownership certificate. These tax provisions
induce more middle- and upper-income households
to be homeowners than if the homeownership preferences
were eliminated and tax rates were reduced proportionally
to raise the same tax revenue, and they induce homeowners
in these income categories to occupy better housing
than under this alternative tax system (Rosen 1979).
President George W. Bush, while not committing himself
to a specific number, proposed raising the homeownership
rate for minority families through a government-led
“Homeownership Challenge.” The goal was to lower
“barriers” to homeownership by using federal money
to help low-income families make their downpayments
and encourage “below-market-rate” investments. Amongst
the things we Americans need to get over is the
idea that we are exceptional in our rate of homeownership.
The UK, Spain, and Mexico all have higher rates
than we do. The increase in primary mortgage credit
spurred by Fannie Mae and Freddie Mac, rather than
promoting homeownership, wound up escalating prices
beyond the reach of many of the first–time homebuyers
it was intended to subsidize. HUD contracted with
Abt Associates Inc. in 2001 to describe the early
implementation of the voucher homeownership program
and to provide insight into aspects of the program
that are working well and those that are problematic.
The study examines how the program has been designed
and implemented in different parts of the country,
the characteristics of program purchasers and properties
purchased, and the local factors that affect program

Modifying the Low-Income Housing Tax Credit (LIHTC)
provides another excellent opportunity to promote
homeownership among low-income households. Further
study would be needed to determine whether crowding
might offset the relatively high rate of homeownership
among low-income American Indians on the Pine Ridge
and Crow reservations. So he enlisted his secretary
of housing and urban development, Henry Cisneros,
to spearhead a “National Homeownership Strategy.”
The policies that resulted encouraged a loosening
of lending standards. The study also provides practical
information to PHAs that may be interested in offering

It assumes that the degree to which we are a nation
of homeowners is a result of government subsidies
for homeownership, rather than the other way around.
This is at odds with history. The bust of the housing
bubble resulted in many houses becoming foreclosed.
However, the decrease in the homeownership rate
from 3Q2007 to 4Q2007 was mostly a result of an
increase in the renter's population and less due
to a decrease in the homeowner population. In closing,

a special opportunity to celebrate National Homeownership
Month. Similar considerations led us to also group
the reservations in Minnesota and Wisconsin. Thus,
we analyze homeownership rates on large District
reservations in five states, divided for some purposes
into the following three groups: 1) North and South
Dakota, 2) Montana, and 3) Minnesota and Wisconsin.
We also compare these large District reservations
to other large reservations (those with 500 or more
American Indian households) nationally. The release
highlights two of the four major themes of this
analysis in reports titled, Persistence of the Homeownership
Aspiration and Housing Choices Throughout the Lifecycle
and the Impact of Changing Demographics . A growing
number of economists and urbanists question whether
the United States has put too much emphasis on homeownership
and over-invested in housing. That study will provide
important information on the benefits of counseling
services in fostering sustainable homeownership
and help us understand the long-term effects of
financial-management skills on the credit worthiness
of low- and moderate-income homebuyers. Several
pieces of evidence suggest that the current system
of low-income housing assistance is biased against
homeownership for the poorest households. During
its first 50 years, the Section 502 Single Family
Direct Loan Program has provided over $51 billion
in homeownership loans to about 1.9 million households.
The Office of Public Housing has already taken steps
to streamline the administrative process associated
with homeownership programs (ref. Stephen Slivinski
provides a thorough review (via Tyler Cowen ) of
the downsides of what he calls America's homeownership
bias. The rate declined in the 1980s and early 1990s,
but in 1994 President Clinton set a goal to raise
the national homeownership rate to 67.5 percent
by the end of the decade. Instead, the take-home
message for policymakers, as Glaeser suggests, is
that they should not aim to “increase homeownership
at all costs.” Unfortunately, it may have taken
major adversity in the financial and housing markets
for this alternative storyline to be considered
seriously. Although these data are nearly ten years
old and do not always align with other federal and
tribal figures on homeownership, their level of
detail and nationwide scope are unavailable elsewhere
and provide a useful starting point for comparisons.
A recently re-exposed document shows that his administration
went to ridiculous lengths to increase the national
homeownership rate. Minorities made up 49% of the
12.5 million new homeowners but many of those loans
have gone bad and the minority homeownership rates
are shrinking fast. And I'm, of course, delighted
to see my good friend Millard Fuller here, who has
done as much to make the dream of homeownership
a reality in our country and throughout the world
as any living person. To document this differential,
data from the 2003 National American Housing Survey
are used to examine subsidy and homeownership patterns
by income groups, incorporating area differences
in living costs and adding an imputed return on
home equity to homeowners’ incomes.2 The results
in table 1 highlight the disadvantage of the poorest
households that want to be homeowners relative to
those that prefer to rent. Nicolas Retsinas, the
director of the Harvard center, emphasized the role
of the overall economy in determining the homeownership
rate. The bulk of housing subsidies is provided
to middle- and upper-income households through the
favorable tax treatment of homeownership under the
federal individual income tax (Carasso et al. To
explore ways to streamline/expedite the administrative
processes associated with the conversion of public
housing to homeownership within the structure of
asset management. For 45- to 54-year-olds, the rate
was 73%, down from 76.5%, a 5% drop; while 55-to
64-year-olds experienced a decline in homeownership
of 3%, to 79.2% from 81.8% at its peak. Shifting
public funds from programs that subsidize rental
housing projects to the revised voucher program
would increase homeownership among low-income households.
A seminal study by British economist Andrew Oswald
of the University of Warwick traced the link between
unemployment and homeownership. Oswald looked at
the United States, the United Kingdom, France, Italy,
and Sweden between 1960 and 1996 and discovered
that, on average, a 10 percentage point increase
in homeownership tended to correlate with a 2 percentage
point increase in the unemployment rate. The package
includes two housing production components: a National
Affordable Housing Trust Fund and a Community Development
Homeownership Tax Credit. If you wish to use the

Homeownership Counseling Program requirements and
have a current (within one year) Graduation Certificate.
There are no area-wide housing quality differences
in these data that are big enough to account for
the regional differences in homeownership rates
shown in Figures 1 and 2. Within the District, American
Indian ownership of mobile homes is highest on ND-SD
reservations, where overall American Indian homeownership
rates are low, so it doesn't explain away the higher
American Indian homeownership rates on MT or MN-WI
reservations. In preliminary analyses, some of these
factors were found to be statistically associated
with the differences in American Indian homeownership
rates shown in Figure 2. Americans have enjoyed
an era of low interest rates and these, coupled
with the economic stimulus package for new home
buyers, make homeownership affordable for many.
A much larger foreclosure mitigation plan that includes
mortgage principal write-downs funded by the U.S.
Treasury is thus needed. The Homeownership Vesting
Plan would accomplish this. Fuhrman spent the past
10 years as director of counseling for Auriton Solutions,
a national nonprofit crisis counseling agency and
one of the Homeownership Preservation Foundation's
three original counseling partners. Still, significant
differences remain that have yet to be explained.
The large variations across reservations with respect
to American Indian homeownership rates are a challenge
to social scientists and policymakers and appear
to be an appropriate topic for further discussion
and research. No foreclosure mitigation plan will
forestall what will be a significant number of future
foreclosures and resulting house price declines,
but the Homeownership Vesting Plan could mitigate
the most serious downside threats. In addition,
the gap between District and other reservations
narrows as incomes rise, as indicated by the greater
overlap of the typical range of homeownership rates.
These issues will affect the dreams of millions,
and only their successful resolution can guarantee
the market returning to a place where once again
homeownership is a realistic goal for the average
American. Before joining HUD in 2005, Montgomery
was deputy assistant to the president and Cabinet
secretary, where he contributed to such policy issues
as boosting homeownership, increasing access to
affordable housing, and reforming RESPA and the
GSEs. One reform involves converting the U.S. Department
of Housing and Urban Development’s (HUD) Section
8 housing voucher program to one neutral with respect
to homeownership. Two variations on that theme are
to provide a down-payment subsidy for first-time
homebuyers under the voucher program and to expand
voucher opportunities for those in subsidized housing
projects. Regulation of the banking industry, through
fair lending laws, the Community Reinvestment Act
and the Home Mortgage Disclosure Act, was designed
to encourage homeownership by reducing lending discrimination
in traditionally underserved markets. Drawing on
the evidence concerning the performance of past
housing programs, the paper then discusses its implications
for the design of efficient low-income homeownership
programs. Beyond the administrative resources needed
to establish the procedures for the new program,
the major administrative burden of the voucher option
is to provide homeownership counseling to prospective
homeowners. It's idiotic. I don't expect Americans
to all go to Germany and realize how happy people
are when they don't need to worry about all the
stresses which accompany homeownership. But I do
think that substantially all of the upside to homeownership
in recent years has been a function of rising house
prices. Conservatives and liberals increasingly
agree that government’s role in this transition
requires going beyond traditional antipoverty programs
to encourage savings, homeownership, private pensions,
and microenterprise. One way to achieve this second
reform without spending more money would be to devote
the annual increase in the tax credit allocation
to a refundable tax credit for homeownership for
low-income households. Both Congress and the Bush
and Obama Administrations have initiated efforts
aimed at preventing further increases in foreclosures
and helping more families preserve homeownership.
On February 18, 2009, President Obama announced
the Making Home Affordable program, which aims to
modify the loans of borrowers who are in danger
of default or foreclosure. Prince George's County
housing officials are planning to use $3.5 million
in new funding from the state and U.S. Department
of Housing and Urban Development to boost homeownership
in Suitland, an area that has suffered from high
foreclosure rates in recent years. From deciding

They supported and defended fannie and freddie into
the ground. And now we have democrat Congressman,
Jesse Jackson, Jr. saying we should change the constitution
to provide homeownership for every American. The
decline, Nelson said, will be driven primarily by
a growing percentage of minority households — who
are generally poorer than their white counterparts
and cannot afford homeownership at the same rate.
Whites are the most likely to be homeowners, with
a rate of 74.5%, down from 76.0% in the third quarter
of 2006 (the data was not released by race back
to 2004, but the overall homeownership rate then
was 69.0%). The Great Depression and New Deal innovations
in housing finance and housing policy, plus the
post-war boom and infrastructure building, brought
a massive shift toward single family homeownership.
My hunch is it's time for new hybrid forms of housing
tenure which mix the benefits of ownership with
the flexibility of renting. In contrast to the housing
subsidies provided under the tax code to middle-
and upperincome households, the current system of
low-income housing assistance is strongly biased
against homeownership. Programs that subsidize homeownership
account for only 10 percent of total spending on
income-tested housing programs and for even less
spending on programs that help the poorest households.1
Calculations from the 2003 National American Housing
Survey show that the average per capita income of
the households served by lowincome homeownership
programs is about three times as large as the average
for households served by low-income rental programs.
Volume 1 of the report-- the Cross-Site Analysis
--highlights common themes and patterns across the
study sites, including lessons learned from the
early implementation of the voucher homeownership
program. An economic divide exists as well, with
about 50 percent of the lowest income quintile owning
their own home, compared with fully 90 percent of
the highest. While minority and low-income homeownership
rates are growing more rapidly than those of whites
and higher-income households, the gaps are only

The Direct Homeownership Loan program is available
to lower income individuals and families who wish
to live in rural areas, cities or towns. The total
value of household mortgage borrowing grew by nearly
three-quarters from 2002 to about $10.5 trillion
in 2007, according to the Federal Reserve Board
— a far greater change than in the homeownership
rate. RISMEDIA, December 10, 2010—A new study recently
released by Fannie Mae finds that most Americans—both
those who currently own their homes and those who
rent—strongly aspire to own a home and to maintain
homeownership, despite ongoing turmoil in the housing
market. The cheap credit subsidy operates mainly
through Fannie Mae and Freddie Mac. These government-sponsored
enterprises (GSEs) were economic mongrels: profit-making
companies that were given goals of expanding homeownership
among poorer buyers. The one exception is the Pine
Ridge reservation in South Dakota, where a lower
percentage of homes with plumbing (78 percent) or
kitchen facilities (84 percent) partly offsets its
relatively high (for the Dakotas) homeownership
rate among low-income households. Many of the homes
are located in the Randolph neighborhood and the
Highland Park neighborhood in Richmond. For qualified
buyers RRHA offers down payment assistance, closing
cost assistance, financing assistance and free homeownership
counseling. Both nationally and within the District,
23 percent of homes owned by American Indian households
on reservations are manufactured units, making mobile
homes a nonfactor with respect to how the District's
American Indian homeownership rate compares to the
national rate. Under the demonstration, as of May
2002, NR has provided funding to 21 of its local
NeighborWorks affiliates--community-based organizations
that work with low-income homebuyers and homeowners--to
partner with PHAs to implement the voucher homeownership
program. For a married couple with an income of
$80,000 per year and an initial mortgage amount
of $250,000, the tax savings from the mortgage interest
and real estate tax deductions are estimated to
save the couple more than $11,000 in the first five
years of homeownership. Assuming the couple owns
the home for twelve years, these savings grow to
more than $25,000 over the time period. Combined
with the capital gains exclusion, the total tax
savings for the entire period of ownership exceeds
$52,000. This rule would help ensure that borrowers
can afford their payments and avoid the cases in
which borrowers, especially first-time borrowers,
did not understand that the monthly principal and
interest payment was not the only financial obligation
associated with homeownership. Escrowing has become
standard practice in the prime market, and our proposal
would make it standard practice for this part of
the market, as well. To the extent that a reservation's
houses are unusually small, or to the extent that
it is more common for multiple families on a reservation
to crowd together in a single home, crowding could
be a form of low housing quality that might lead
us to discount high homeownership rates on some
reservations. However, when we look at individual
reservations within the District, we find a few
cases where the incidence of mobile home ownership,
substandard kitchen and plumbing facilities, or
older or crowded homes is unusually high on reservations
with relatively high American Indian homeownership
rates. The purpose of this study is to provide insight
into aspects of the program that are working well
and those that are problematic. Although it is too
premature to conduct a complete evaluation of the
program at this time, this study provides useful
information about how the Voucher Homeownership
Program has been designed and implemented in different
parts of the country, the characteristics of program
purchasers and properties purchased, and the local
factors that affect program implementation. The
12 study sites were selected to include both PHAs
that are operating their programs without outside
resources (beyond the voucher program) to defray
the cost of administering the program and PHAs that
are offering the program as part of the Neighborhood
Reinvestment Corporation (NR)'s voucher homeownership
demonstration. Sens. John Ensign, R-Nev., John Kerry,
D-Mass., Rick Santorum, R-Pa., and Debbie Stabenow,
D-Mich., today sent a 'Dear Colleague' letter to
Senate Finance Committee Chairman Charles Grassley,
R-Iowa, and Ranking Member Max Baucus, D-Mont.,
in support of including a modified version of the
Community Development Homeownership Tax Credit Act,
as proposed in S. 859 , in the tax package being
developed to help rebuild the Gulf Coast. Furthermore,
when the Rand Corporation operated tenure-neutral
entitlement housing assistance programs in two metropolitan
areas in the 1970s as a part of HUD’s Experimental
Housing Allowance Program (EHAP), about 42 percent
of recipients were homeowners, even though only
the poorest 16 and 21 percent of all households
in the two sites were eligible for assistance.6
The primary reason adoption of the homeownership
option within the Section 8 voucher program was
limited prior to 2005 is that local public housing
authorities did not receive additional administrative
fees to defray the cost of creating and operating
such a program.7 Therefore, only housing authorities
whose directors and boards felt most strongly that
the option was desirable had implemented it. They
argue that taxpayers’ money should not be used to
help people who can still afford their loans but
want to get more favorable terms, people who may
be seeking to pass their losses on to the lender
or the taxpayer, or people who knowingly took on
mortgages that they could not afford. Despite the
concerns surrounding foreclosure prevention programs,
and disagreement over the proper role of the government
in preserving homeownership, Congress and the executive
branch have both recently taken actions aimed at
preventing foreclosures.
