Homeownership Aspiration Remains Strong Among Americans

 

A new study recently released by Fannie Mae finds that most Americans—both those who currently own their homes and those who rent—strongly aspire to own a home and to maintain homeownership, despite ongoing turmoil in the housing market. However, demographic trends such as fewer married couples and less families with children resulting in shrinking households—combined with financial caution among consumers—are contributing to an increased willingness to rent.

The Fannie Mae 2010 Own-Rent Analysis is based on extensive primary research with homeowners and renters (including focus groups and a quantitative survey), U.S. Census Bureau data, and micro- and macro- economic parameters, and explores the factors influencing consumers’ decisions to buy or rent a home. The release highlights two of the four major themes of this analysis in reports titled, Persistence of the Homeownership Aspiration and Housing Choices Throughout the Lifecycle and the Impact of Changing Demographics.

According to the study findings, 51% of current owners and renters say that the housing crisis has not affected their overall willingness to buy a home. However, while homeownership aspirations are high for the long-term, Americans have near-term doubts about buying. Overall, according to Fannie Mae’s National Housing Survey third quarter results, one-third of Americans (33%) would be more likely to rent their next home than buy, up from 30% in January 2010. Among renters, 59% said they would continue to rent in their next move, compared to 54% in January 2010.

RISMEDIA, December 10, 2010—A new study recently released by Fannie Mae finds that most Americans—both those who currently own their homes and those who rent—strongly aspire to own a home and to maintain homeownership, despite ongoing turmoil in the housing market. The cheap credit subsidy operates mainly through Fannie Mae and Freddie Mac. These government-sponsored enterprises (GSEs) were economic mongrels: profit-making companies that were given goals of expanding homeownership among poorer buyers. The one exception is the Pine Ridge reservation in South Dakota, where a lower percentage of homes with plumbing (78 percent) or kitchen facilities (84 percent) partly offsets its relatively high (for the Dakotas) homeownership rate among low-income households. Many of the homes are located in the Randolph neighborhood and the Highland Park neighborhood in Richmond. For qualified buyers RRHA offers down payment assistance, closing cost assistance, financing assistance and free homeownership counseling. Both nationally and within the District, 23 percent of homes owned by American Indian households on reservations are manufactured units, making mobile homes a nonfactor with respect to how the District's American Indian homeownership rate compares to the national rate. Under the demonstration, as of May 2002, NR has provided funding to 21 of its local NeighborWorks affiliates--community-based organizations that work with low-income homebuyers and homeowners--to partner with PHAs to implement the voucher homeownership program. For a married couple with an income of $80,000 per year and an initial mortgage amount of $250,000, the tax savings from the mortgage interest and real estate tax deductions are estimated to save the couple more than $11,000 in the first five years of homeownership. Assuming the couple owns the home for twelve years, these savings grow to more than $25,000 over the time period. Combined with the capital gains exclusion, the total tax savings for the entire period of ownership exceeds $52,000. This rule would help ensure that borrowers can afford their payments and avoid the cases in which borrowers, especially first-time borrowers, did not understand that the monthly principal and interest payment was not the only financial obligation associated with homeownership. Escrowing has become standard practice in the prime market, and our proposal would make it standard practice for this part of the market, as well. To the extent that a reservation's houses are unusually small, or to the extent that it is more common for multiple families on a reservation to crowd together in a single home, crowding could be a form of low housing quality that might lead us to discount high homeownership rates on some reservations. However, when we look at individual reservations within the District, we find a few cases where the incidence of mobile home ownership, substandard kitchen and plumbing facilities, or older or crowded homes is unusually high on reservations with relatively high American Indian homeownership rates. The purpose of this study is to provide insight into aspects of the program that are working well and those that are problematic. Although it is too premature to conduct a complete evaluation of the program at this time, this study provides useful information about how the Voucher Homeownership Program has been designed and implemented in different parts of the country, the characteristics of program purchasers and properties purchased, and the local factors that affect program implementation. The 12 study sites were selected to include both PHAs that are operating their programs without outside resources (beyond the voucher program) to defray the cost of administering the program and PHAs that are offering the program as part of the Neighborhood Reinvestment Corporation (NR)'s voucher homeownership demonstration. Sens. John Ensign, R-Nev., John Kerry, D-Mass., Rick Santorum, R-Pa., and Debbie Stabenow, D-Mich., today sent a 'Dear Colleague' letter to Senate Finance Committee Chairman Charles Grassley, R-Iowa, and Ranking Member Max Baucus, D-Mont., in support of including a modified version of the Community Development Homeownership Tax Credit Act, as proposed in S. 859 , in the tax package being developed to help rebuild the Gulf Coast. Furthermore, when the Rand Corporation operated tenure-neutral entitlement housing assistance programs in two metropolitan areas in the 1970s as a part of HUD’s Experimental Housing Allowance Program (EHAP), about 42 percent of recipients were homeowners, even though only the poorest 16 and 21 percent of all households in the two sites were eligible for assistance.6 The primary reason adoption of the homeownership option within the Section 8 voucher program was limited prior to 2005 is that local public housing authorities did not receive additional administrative fees to defray the cost of creating and operating such a program.7 Therefore, only housing authorities whose directors and boards felt most strongly that the option was desirable had implemented it. They argue that taxpayers’ money should not be used to help people who can still afford their loans but want to get more favorable terms, people who may be seeking to pass their losses on to the lender or the taxpayer, or people who knowingly took on mortgages that they could not afford. Despite the concerns surrounding foreclosure prevention programs, and disagreement over the proper role of the government in preserving homeownership, Congress and the executive branch have both recently taken actions aimed at preventing foreclosures.
